It should be noted that the monitoring of the implementation progress of the National Action Plan to implement the recommendations of the UN Committee against Torture for 2019-2022 in the interval of 2019-2020 was prepared by the Executive Office of the President of the Republic of Tajikistan and the Civil Society Coalition against Torture and Impunity in Tajikistan. Its objective is to guide the efforts to implement legislation and law enforcement practices and freedom from torture, based on international standards of the right to freedom from torture.

According to the report of present monitoring, subparagraphs 1, 2 of paragraph 7 of the plan, covering the issues of verification of all criminal cases of torture and prevention of prosecution of their affected family members, defenders, journalists, and so forth, are under constant control of the prosecutorial bodies.

To implement paragraphs 8, subparagraphs 1, 2 and 3 of the plan, the medical department of the Main Penal Correction Department under the Ministry of Justice, in cooperation with the State Institution “The National Centre for the Prevention and Control of Tuberculosis” and the State Institution “The National Centre for HIV Prevention and Control”, and with the support and cooperation of international organizations and public organizations, conducted more than 50 seminars and training sessions to prevent the spread of the human immunodeficiency virus and tuberculosis. Training sessions were conducted by specialists from the Ministry of Health and Social Protection.

It is reported that in 2020, specialists of the Medical Department of the Main Directorate for Penal Corrections under the Ministry of Justice and international organizations disseminated 10,386 informational materials on HIV and tuberculosis in penitentiary institutions. During this period, individual and group interviews with inmates have also been conducted, providing them with necessary information on preventing the spread of human immunodeficiency virus (HIV) and tuberculosis.

- A total of 26 awareness-raising events on HIV prevention were held in penal institutions. A total of 260 prisoners with HIV, 26 of whom are women and 234 are men, have been registered in all institutions of the penal correction system. Treatment of these patients is organized in cooperation with the State Institution "Republican Center for HIV Prevention and Control," the report says.

Monitoring the implementation of “National Plan for the implementation of the recommendations of the UN Committee against Torture for 2019-2022” in the interval of 2019-2020 has been prepared jointly by the Executive Office of the President of the Republic of Tajikistan and the Civil Society Coalition Against Torture and Impunity in Tajikistan.

How can the situation be improved? The only recommendation is - DO NOT KEEP SILENT!

Victims and their relatives - not to tolerate violence and inhuman treatment, make such cases public to protect their dignity.

Journalists and human rights defenders (CS) - provide professional assistance to victims, talk about problems.

The state – impose a total ban on torture and the obligation to monitor and punish the perpetrators.
