Association “Public advisors of the Republic of Tajikistan” is a public, non-governmental, non-profit and human rights legal entity. The Association was registered with the Tax Inspectorate on May 5, 2011, re - registration on October 31, 2022.

Association mission:

Assistance in supporting the rule of law, protecting the rights and interests of man and citizen, involving representatives of civil society and the media in this activity, promoting unhindered access to justice.

Our tasks:

  • Protecting and supporting the social rights of people and providing legal assistance;
  • Ensure unhindered access to court decisions, media coverage;
  • Promote youth development;
  • Promoting free access to information.

As part of its mission, the Association “Public advisors of the Republic of Tajikistan” implements the following programs:

  1. “Monitoring of human rights” - is aimed at training monitoring groups on human rights, preparing analytical reports, developing strategies to protect the rights and freedoms of citizens.
  2. "Torture is illegal!" - aims to protect the rights of persons in custody, and also to mobilize human rights defenders and journalists whose activities are aimed at suppressing and reporting cases of torture. Within the framework of this program, it is planned to create resource centers for victims of torture, where they will be provided with psychological, legal and medical assistance.
  3. “Freedom of the media” is aimed at protecting the rights and interests of the media, at increasing their information and legal level, in helping to improve the norms of media legislation, in educating worthy future journalists, bloggers, and correspondents.
  4. “No to violence against women” - aims to protect the rights and interests of women (victims of domestic violence) by providing free legal support.
  5. "Youth Development Initiatives" - is aimed at developing the information, educational and financial stability of young people, especially rural and rural and remote areas.

«Advancing Media Freedom Through Legal Reform in Tajikistan»

Association «Public advisors of the Republic of Tajikistan» (APART) in partnership with the Commissioner for Human Rights in the Republic of Tajikistan and Public Organization «Rural Development Initiatives» (RDI)  implementation the project «Advancing Media Freedom Through Legal Reform in Tajikistan».

This project aims to promote the establishment of a favorable legal environment for media staff and journalists in Tajikistan by creating and training a team of media lawyers to protect the journalists' rights and interests at all stages of their investigation; opening and ensuring the successful functioning of three "Hot lines" in the cities of Dushanbe (Dushanbe and DRS), Khujand (Sughd region) and Kulyab (Khatlon region) to provide timely legal / psychological support to media representatives; creating a platform for discussion and finding solutions to the issues faced by mass media; organizing internships to improve the professional level of journalists; improving the media image and regaining the readers ’confidence in the articles published based on true facts of journalist investigations; and improving and reforming the legislation on media operations.

"House without violence"

Project terms: 07/01/2020 - 12/31/2020

The goal of the project is to train and launch a team of para-lawyers whose task will be to provide first aid to victims of domestic violence.

Within the framework of the project, it is planned to train a team of para-lawyers to conduct explanatory work among victims / potential victims of violence, prepare and distribute information materials, publish three articles on the topic of the project in the media.

"School for Young Journalists"

Project terms: 10/15/2019 - 07/31/2020

The goal of the project was aimed at increasing the information and legal literacy of novice journalists represented by students of the Faculty of Journalism of Khujand State University.

Within the framework of the project, trainings, meetings between novice and current media workers, contests for the best article were held, information materials were developed and disseminated.

 "The right to health is an important human value" (partner project)

Project terms: 01.10.2019 - 31.08.2020

The goal of the project was to improve the legal literacy of both patients and medical personnel, as well as to protect their rights and interests.

Association “Public advisors of the Republic of Tajikistan” acted as the executor of the project in the Sughd region, and were also responsible for the work of the Hot Line. Within the framework of the project, three information and legal seminars were held with the participation of 100 beneficiaries in each, brochures and flyers with numbers of "Hot lines" were also distributed

 "The role of the people in the fight against torture"

Project terms: 09.07.2019 - 31.01.2020

The aim of the project was to improve the legal literacy of people's assessors - non-professional judges of courts in the Sughd region.

Within the framework of the project, information and educational trainings, a talk show "The Role of the People in the Fight against Torture" were held, manuals "On People's Assessors", booklets were published, their legal status.

 "Law and Health"

Project terms: 02.07.2018 - 31.01.2019

The goal of the project is to  assist in raising the information and legal level of citizens to receive quality medical services.

The project provides for: Training a team of para-lawyers, Filming and broadcasting the TOKSHOW "The Right of Citizens to Receive Quality Medical Services", distribution of the information brochure "The Right of Citizens to Health Protection".

 "Family - without violence"

Project terms: 09/15/2015 - 07/15/2016

The aim of the project is: To contribute to the prevention and prevention of domestic violence through information and educational activities.

The project envisages : Conducting educational and informational trainings for beneficiaries and for training para-lawyers for further work with victims and potential victims of violence; publication and distribution of an information booklet and posters; filming and broadcasting two TOKSHOWS on the topics: "Domestic violence: responsibility and punishment", "The role of the public in the prevention and prevention of cases of domestic violence"; publication of 3 articles in the regional and republican newspaper.

"Family is the strength of every child"

Project terms:   02.01.2016 - 02.07.2016        

The goal of the project is : Assistance in providing social packages for orphans and children with disabilities, by making changes and additions to the current legislation of the country, as well as protecting their rights and legitimate interests.

The project provides for: Conducting a round table on the topic "Assistance in improving the mechanism for the implementation of the newly adopted Law" On the Protection of the Rights of the Child "dated March 18, 2015, No. 1196; Development and implementation of programs: "Protection of the rights of the child in orphanages" and the model of "Family education" in boarding schools; conducting 5 two-day trainings on the topics: "Crime prevention", "Crime and types of punishment", "Responsibility of school administrations for ensuring the safety of their pupils."

"Strengthening the role of people's assessors in the trial"

Project terms : - 01.11.2013 - 01.04.2014.

The aim of the project is: To promote the active participation of people's assessors in the course of trials by increasing their information and legal level.

The project provides for: Increasing the information and legal level of people's assessors in the Sughd region on the new Criminal Procedure Code; facilitating the active participation of the Institute of People's Assessors during trials; create conditions for the exchange of experience between newly elected and previously elected-acting people's assessors; publication and distribution of the “Guide for People's Assessors”.

"Media for a Fair Trial"

Project terms: 15.06.2011 - 15.03.2012

The aim of the project is to : Contribute to strengthening the role of the media in covering issues related to the right to a fair trial by conducting information and advocacy campaigns.

The project envisages : To create an analytical basis for work to determine the level of transparency in judicial decision-making, by monitoring "Transparency in judicial decision-making"; Increase the level of legal and procedural knowledge of media personnel; Strengthen the role of the media in suppressing and covering cases of human rights violations in court proceedings by filming and broadcasting three TOKSHOWS: "The level of transparency of court decisions", "The role of the media in covering issues related to the judicial process", "No judicial arbitrariness!"

Project terms: 01.03.2008 - 11.05.2011

The aim of the project is to : Facilitate fair trial for the prevention of torture by revitalizing and strengthening the institution of lay judges in Tajikistan. Building the capacity of people's assessors through increasing their information and legal level.

Objectives / direction of the project:  Assessment of the level of activity of the institute of people's assessors; Raising the informational and legal level of knowledge of people's assessors; Strengthening the institutional capacity of the Institute of People's Assessors; Improvement of the legislative base of the Institute of People's Assessors; Raising the legal status of the Institute of People's Assessors.
