Civil Society Coalition against Torture and impunity in Tajikistan
History\activity:
Public Organization «Independent Center for Human Rights Protection» was established and registered at the Ministry of Justice in 2010 and re-registered in 2015. The Organization is a human rights organization comprised of legal experts and a group of licensed lawyers specialized in defending citizens' interests; it has its own analytical capacity.
Presently we are involved in three programs:
In its work, the Organization involves lawyers, practicing defense attorneys, representatives of academia, journalists and others who have hands-on experience in human rights protection
Our projects:
7. «Legal protection of victims of torture in Tajikistan»
Project duration: 09.12.2015 – 08.12.2017
Project objective: to contribute to the fight against torture and degrading treatment in Tajikistan through systematic documentation of cases of torture and degrading treatment, legal protection of victims of torture, and promoting the standards of freedom from torture in the legislation and law enforcement practice.
The project provides for:
Legal aid to persons subjected to torture and other types of degrading treatment. Legal aid will be offered upon request starting from detention and during preliminary and court proceedings. Media coverage of cases of torture will be supported.

6. «Access to information about application of administrative procedures in Tajikistan»
Project duration: 01.07.2015 – 30.06.2016
Project objective: support to dissemination of information about administrative procedures as one of the ways of ensuring access to information.
The project provides for:
Providing legal support on access to information about administrative procedures applied by executive authorities to representatives of mass media and citizens; supporting NGO lawyers in appealing to the state and judicial institutions. Raising legal awareness on access to information about administrative procedures of the state bodies among representatives of mass media, legal experts of NGOs and citizens. Researching aspects related to access to information about administrative procedures.

5. «Defense of participants of criminal proceedings in Tajikistan»
Project duration: 01.07.2014 – 30.06.2015
Project objective: to ensure human rights are observed, including the rights of victims of torture and degrading treatment to state protection as participants of criminal justice.
The project provides for:
Legal assistance to victims of torture and their representatives in the form of legal counseling in ensuring state protection of participants of criminal proceedings; Enhancing legal awareness of attorneys and lawyers of non-governmental organizations on implementation of state protection of victims, witnesses and other participants of criminal justice; Research on application of provisions stipulated in the State program on security and safety of participants of criminal justice at the national level.

4. «Fight against torture and impunity in Tajikistan»
Project duration: 23.08.2013 – 25.08.2014
Project objective: to contribute to the fight against torture and degrading treatment in Tajikistan through capacity building of young lawyers, legal protection of victims of torture and promoting the standards of freedom from torture in the legislation and law enforcement practice.
The project provides for:
Assistance to victims of torture, training for attorneys, and strategic court litigations.

3. «Legal aspects of access to information »
Project duration: 01.07.2013 – 30.06.2014
Project objective: support to NGO-members of the coalition and representatives of mass media (journalists) in access to information about the work of state authorities and information of public interest.
The project provides for:
Conducting a research on “Access to information for organizations members of the Coalition Against Torture”; support to a specialized legal counseling on access to information for organizations-members of the Coalition and journalists reporting on the issue of torture; a training on access to information was held and a relevant booklet was developed.

2. «Legal protection of persons subjected to forced eviction as a result of land plots expropriation for public and state needs »
The project provides for:
Lawyers of the Organization offer counseling and representation services in courts to citizens, whose housing was demolished and who received disproportionate compensation therein.

1. «Legal assistance to printed mass media»
Project duration: 01.11.2012 – 30.09 2013
Project objective: supporting mass media by providing legal audit and practical legal assistance.
The project provides for:
Providing qualified legal assistance to mass media; Assisting mass media to bring internal documentation in conformity with requirements of current national legislation; Promoting greater viability and independence through raising professionalism in journalistic work and stronger confidence of editorials in communication with state authorities and citizens; Building capacity of mass media senior managers.
