Monitoring[1]: detention conditions of convicts are brought in line with international standards

It should be noted that the monitoring of the implementation progress of the National Action Plan to implement the recommendations of the UN Committee against Torture for 2019-2022 in the interval of 2019-2020 was prepared by the Executive Office of the President of the Republic of Tajikistan and the Civil Society Coalition against Torture and Impunity in Tajikistan. Its objective is to guide the efforts to implement legislation and law enforcement practices and freedom from torture, based on international standards of the right to freedom from torture.

According to the monitoring report, in 2019-2020, the Ministry of Justice carried out several activities to implement subparagraphs 1, 2, 3, 4 and 5 of paragraph 13 of the plan. In particular, the Reform Strategy for the Execution of Criminal Punishments System in the Republic of Tajikistan for the period until 2030 was adopted by Decree No. 385 of the Government of the Republic of Tajikistan, dated June 25, 2020. In addition, with the support of the Government of the Republic of Tajikistan, the funding for the penal correction system is increasing, and the detention conditions of convicts are being brought in line with the requirements of international standards. In this regard, the Main Department for Execution of Punishments, with support and assistance of the Government of the Republic of Tajikistan, has taken several important steps to bring the detention conditions of convicts in penitentiary institutions in line with international standards and is carrying out construction, reconstruction, repair and improvement work in all penitentiary institutions and pre-trial detention facilities.

In addition, the draft Penal Enforcement Code of the Republic of Tajikistan considers the provisions of the United Nations Rules for the Treatment of Women Prisoners.

It is indicated that in 2020, to train the female prison staff on the Bangkok Rules, the management of the Main Department of Criminal Sanctions organized and conducted four short-term seminars on the content and effectiveness of these rules with the involvement of national experts.

- The medical department of the Main Directorate, in cooperation with the State Institution "Republican Center for the Protection of the Population against Tuberculosis", the State Institution "Republican Center for HIV Prevention", international organizations and NGOs in penal institutions monitored the implementation of the national program to protect the population from tuberculosis for 2017-2020 and the national program to combat the epidemic of human immunodeficiency virus for 2017-2020, states the report.

Monitoring the implementation of “National Plan for the implementation of the recommendations of the UN Committee against Torture for 2019-2022” in the interval of 2019-2020 has been prepared jointly by the Executive Office of the President of the Republic of Tajikistan and the Civil Society Coalition Against Torture and Impunity in Tajikistan.

How can the situation be improved? The only recommendation is - DO NOT KEEP SILENT!

Victims and their relatives - not to tolerate violence and inhuman treatment, make such cases public to protect their dignity.

Journalists and human rights defenders (CS) - provide professional assistance to victims, talk about problems.

The state – impose a total ban on torture and the obligation to monitor and punish the perpetrators.
