Monitoring[1]: the Ministry considers it essential to rehabilitate victims of torture

It should be noted that the monitoring of the implementation progress of the National Action Plan to implement the recommendations of the UN Committee against Torture for 2019-2022 in the interval of 2019-2020 was prepared by the Executive Office of the President of the Republic of Tajikistan and the Civil Society Coalition against Torture and Impunity in Tajikistan. Its objective is to guide the implementation of legislation and law enforcement practices and freedom from torture, based on international standards of the right to freedom from torture.

According to the monitoring report, the Ministry of Health and Social Protection of Population has identified a task force of specialists to monitor the quality of practical implementation of the "Protocol on medical examination of detainees". Before this, specialists from various fields were sent to training, which did not produce the desired results, as most of the specialists who took part in the training did not apply the acquired knowledge in practice since they were not involved in the examination. As part of the study of freedom from torture standards, the Ministry plans to conduct training for target groups of specialists and introduce training programs in this field based on advanced training institutions for medical professionals.

It is reported that a training program was developed and approved by the State Institution "Experimental and Training Center for Social Work and Innovation" for 2020, and social workers of home social services departments, social workers of boarding schools, social service centres and social protection sectors of cities and districts of the country also take advanced training courses at this institution. According to the approved plan, classes are held on 17 different subjects, including social services for victims of violence. As of June 1, 2020, a total of 48 social workers had been retrained. As part of cooperation with representatives of the World Health Organization (WHO) in the Republic of Tajikistan, four graduates of the Faculty of Medicine were trained at the "MOBILITY INDIA" Institute in Bangalore, India, which trains specialists in medical rehabilitation, with the financial support of the organization. The purpose of training in foreign educational institutions is to increase the level of knowledge of graduates and improve their qualifications. After graduation, they can continue their work in the department of "Medical and Social Rehabilitation".

- The Ministry of Health and Social Protection is considering including victims of torture in the group of people who, given their social status, are entitled to free medical care. The Ministry considers it essential to develop a procedure for providing medical and rehabilitation assistance to victims of torture, including the analysis of new mechanisms and finding funding sources to provide medical and rehabilitation assistance to victims of torture in the action plan of the working group. It will take the necessary measures in the time frame provided in the "National Action Plan for the implementation of the recommendations of the UN Committee against Torture for 2019-2022", - mentions the report in particular.

The stateimpose a total ban on torture and the obligation to monitor and punish the perpetrators.
